According to Philip Klass (William Tenn), Sturgeon made this remark in about 1951, at a talk at NYU at which Tenn was present.
I have always found this statement hilarious and very, very true. Another way of reading it is that there is no inherent value in anything. Only a small percentage of anything truly stands out. The rest is crap - which again is very true.
